You know China doesn't produce much anime. Those are from Japan. Dubbed in Chinese and has English subtitles, I don't think you can find any. But there is a very popular historical show called The Legend of Zhen Huan, or Empresses in the Palace, full 80 episodes and has Mandarin dubbing and very good English subtitles. Those words they use in the show is a little classical but mostly modern, or people won't understand it, so you can still use it to learn Mandarin.

Another Chinese teaching show produced by CCTV called 成长汉语(Growing up with Chinese) is also a good learning material for beginners.
