Is the phrase "figure the problem out" grammatically correct?

Yes. Although, I tend to say "Figure out the problem." However, if you replace "the problem" with a pronoun like "it", then you have to say "Figure it out." The sentence "Figure out it." is not correct. Hehehehe :)

Sure, but it's more common to "figure out the problem" since "figure out" acts as the verb.
