No, 'winter is upon us' means that winter is actually here. Generally it would be used when winter first arrives. So, on the first day of winter one might say 'winter is upon us'. Alternatively, even though winter has already officially started some time ago, you might say it during the first snowfall: 'winter is upon us (that is to say, it is definitely winter now, as it is snowing).
