What does the word "moderate" means in the sentence? The sentence is: Carina would create moderate to rough seas over... In the sentence, I think "moderate" should be a noun. But when I look up it in the dictionary, I can't find out one meaning that can make the sentence make sense. So I need your help. Yours will be greatly appreciated! Updating: I am so sorry that I didn't describe it clearly. The sentence comes from a piece of news. And Carina is the name of a storm. With your answer, I can understand it now. But now my confusion is that how could a adj. being put after a verb. Could you explain it?

Moderate here is an adj to describe the strength of the waves in the sea. It should read 'moderate to rough'. (the rough, is incorrect).

Is there any more to the sentence because as it stands it make no sense to me (native British English speaker). If it said Carina would create moderate to rough seas over... then it could mean the strength of the ocean waves was medium to rough (but that would mean she was making the sea and waves herself. If there is a more complete sentence it may make sense. Unless someone else understands it.
