"Silver spurs" are the boots that cowboys used to wear (might still do) They are just normal boots but they have a metal thing attached to them (i think used for horse riding but not sure - search for "silver spurs on google, im sure you'll find a pic). When they walk it jumps up and down and makes a noise. If something "jingles to something" it means it "makes music with something" hope that answers your question

Also no one above mentioned this, but the main part of a Spur is a round star shaped object that is spinable, kind like a ring on your finger. And when you walk they freely move like a watch on your wrist if you wiggle your arm. and this action makes them Cling/dance/bounce/chime if two pieces of metal hit eachother it makes a noise, the metal on metal noise that spurs make is kind of jingling or bell like. Thus Spurs Jingle as you walk.

Spurs are metal, attached to a boot with a star-shaped metal piece at the end. Their main purpose is to press into a horse's side when you are riding to make the horse go - or go faster. As Zooey said, silver spurs would indicate that you were at least somewhat wealthy. The word spur works as a verb. You can spur a horse - by using spurs, obviously. But the word can be used figuratively to indicate pushing or moving someone or a group to do something. "His moving speech spurred his followers to action"

yes, it's cowboy talk. If you have silver spurs, maybe you are wealthy, and it sounds like you are also lighthearted.
