This phrase is used to express an opportunity - sometimes with a connotation of obligation (as it would be a shame / stupid / irresponsible not to seize the opportunity).
Heute ist so schönes Wetter. Da bietet es sich an, den Tag am Strand zu verbringen.
Der Supermarkt ist nicht weit von hier. Es bietet sich daher an, das Auto stehen zu lassen und zu Fuß einkaufen zu gehen.
