What else can I say instead of "ugly" to make it sound less strong? I want to say "Who is this ugly guy she's dating?" but I don't want to sound like a bad person but I want the person I tell this to to understand that he looks ugly. Maybe I should use some other word less strong but cover the meaning? Thank you.

"Unattractive" works. Still a bit strong, though, so my choice would be the following: Who is this not good looking guy she's dating ? Less strong again than "unattractive". On 2nd thoughts, probably better again is, "Who is this plain looking guy she's dating ?"

You can say something like : "who is this average-looking person that she's dating?". Your meaning will get through and still be politically-correct.

You would bring it up in conversation rather than use a negative descriptive adjective. “He’s not my type” “He’s not as handsome as her last boyfriend”. In fact, even labeling in a positive way, for example “Who is that gorgeous guy she’s dating?”, comes across as rather shallow and judgmental. In general, you don’t want to sound as if your opinion of someone’s attractiveness is important.
