전하다 and 전달하다 are about the same as far as the meaning. The difference is that 전하다 is used broadly, while 전달하다 has a more specific usage. For example you can use 전하다 for things like words (말을 전하다), one's regards (안부를 전하다), and even sentiments ("내 마음을 전해 줘"). 전달하다 on the other hand is limited to purposeful and practical things (돈을 전달하다, 메시지을 전달하다, 신호를 전달하다, etc). So 인사를 전하다 (send one's greetings) sounds fine but 인사를 전달하다 can sound funny.
