What's the difference between "I HAD the windows cleaned" And "I GOT the necklace made" When can i use HAD or GOT in situations like that?

What's the difference between the phrases: 1. "I cleaned the windows" And "I had the windows cleaned" 2. " I made the necklace " And "I got the necklace made"

what is the difference between these two sentences? Differense in the sense and grammar structures. (Notice the question is only in the first one) - "The design of that china plate is earnest- however did they manage to paint such fine detail?" - "The design of that china plate is earnest, however they managed to paint such fine detail."
