That appears to be a US phone number, so I believe it's read "one [pause] three six oh, seven two seven, nine four five six".
British numbers have a different format to that, however; landline numbers have a three, four or five digit "area code" followed by the rest of the numbers and these are read separately from the number itself:

01670 (Southeast Northumberland)
So for example, the number '01670 739185' (not a real number as far as I know) is read 'oh one six seven oh [pause] seven three nine [slight pause] one eight five".
Mobile numbers are usually read in a group of five then six starting with '07': 07943126743 becomes 'oh seven nine four three [pause] one two six [pause] seven four three".
