In this context, a quarter is a coin (US, 25 cents) . The phrase means that the bedclothes (sheets) will be so flat and well tucked in that they will have a surface like a trampoline - so you can (theoretically) drop a coin on the bed and it will bounce off. If the bed was not well made, the sheets would be loose and the coin would not bounce.
