i think its meaning is you make up your mind to succeed no matter what problems or obstacles you have to overcome. come hell or high water is a fixed phrase meaning no matter what problems or obstacles .that is only my view.

This can be used in arguments, especially where passion or anger are present. Examples: •Come hell or high water we can’t close down the office in New York. We shall close all other branches before that one. •There was no way President Bush was going to do nothing after 9-11. Come hell or high water he was going to make someone pay for it. 'hell and high water' to me symbolize DEATH no matter how you look at it. I could also compare (to my opinion) 'hell & high water' to this following example: "I will succeed even it'll cost my life" therefore, "hell & high water" does not merely means obstacle or difficulties, but pain (and even death).... :)

for me, if you have the determination to achieve whatever goals you want to succeed go ahead! remember, no matter how high/low the mountain/wave/tide is which you will acquire during your journey believe in yourself that you can make it. trust yourself all the time... be optimistic..don't forget that god is on your side...if you don't have the desire therefore nothing will happen to you..doubts will follows and from there you will never gain determination within yourselves.
