I wouldn't get hung up on the term phrasal. Know that various prepositions are used with verbs to generate new meanings. I hang onto souvenirs much too long. I don't want my skirts to hang down too far. Some people drink alcohol and get a hang over but it is good for a tablecloth to hang over the table.
