Up to every five minutes, ( written on a bus), what's the meaning of "up to" here? When in London , I saw this message on some buses. I think it refers to the bus company . My question is why the ' up to' ? couldn't it be ok without it: every five minutes , ( buses stop here, it's my attempt) Thank you

“Up to” means “at most”, and probably refers to the frequency of the buses. (Probably, since you’ve provided very little context.) In other words, there may be a bus every five minutes (for example, during peak hours), but only if you’re lucky. Otherwise, you may have to wait longer. In any event, if you’ve just missed the bus, you’re going to have to wait at least five minutes.
