I often listen to British internet radio stations and can hear the above expression. I am not even sure if I wrote it correctly but that is what it seemed to sound.
Does this mean the same as 'terms & conditions apply'?

I have just realised that I have misheard the advertisement. The 'terms & conditions apply' expression is shortened as 'T&Cs apply' at times. Therefore that shortened form is being pronounced.

I listen to BBC sometimes, but am not from the U.K.  I have not heard that phrase that I recall.  Could you provide more context.  Was it during a news story or in the breaks between stories when they may have been talking about something else?
