Sorry for such a long response. Explaining sayings like that is not easy because there is so much meaning in them, even though there are not many words.

I think it's supposed to be "unavailability". I don't think "inavailability" is a word. "inconsistent" means not doing something in the same way. And "inconsistency" is something not regular or not normal with what usually occurs. Examples: "My schedule is inconsistent because I work different hours every day." "There was an inconsistency in the data. The data included November 31, but this data does not exist." "unavailable" means not able to be used or obtained, not able to be there for someone, or not free to do something. "unavailability" is the state of not being able to do the things mentioned above. Examples: "The book was unavailable at the library, so I'll have to check back another time." "Fred was unavailable to hang out yesterday, so I stayed home." I don't usually use "unavailability" in daily sentences, but I use "availability". "What's your availbility next week?" "Start rewarding inconsistency with inavailability." It's like an inspirational quote/saying. I think it's in the context of communication and interaction with people. In a friendship context: If you have a friend who is frequently late to meetings, that can be seen as inconsistent behavior (because it's different from what is "normal"). Or if the friend cancels plans at the last minute, that can be seen as an inconsistency because you feel like you can't rely on them. You don't like those inconsistencies, so according to that sentence above, you could "reward" their inconsistent behaviors with your unavailability. You can tell them you are not able to hang out with them instead of putting up with their inconsistent behavior. In a work context: If your boss constantly asks you to work overtime, stay late, or come in to work on your scheduled days off, that can be seen as an inconsistency because that is not how your schedule is normally supposed to be. Instead of agreeing to work all of that extra time, you could tell your boss that you are unavailable to work.
