I think this question about the order of adjectives is one of the hardest things to get right when learning a language. English teachers may have some system of rules that work most of the time, but obviously native English speakers do not use any system of rules. We just know what sounds right and what doesn't. For example, we would say "the big, red ball", but never "the red, big ball". Why? I have no idea. Maybe an English teacher could give you a set of rules. Google it maybe.
As for your specific example sentence, I don't understand the meaning of the sentence at all, but I can make a correction to the order of adjectives even though I don't understand the meaning.
