we always use "born" with the verb "to be " (to be born). "born" is not the infinitive of a verb. you can not change it and we do not use it with auxiliary verbs like "do" or "did".
you can not say "when did he born?" or "i borned in 1991".
("when was he born?" and "i was born in 1991".)

The baby is going to be born in March.
Most babies in the country are born in hospital.

"Born" is actually not a verb at all, but an adjective meaning "brought forth by birth." Therefore, it's not correct to attempt to use it as a verb. Unlike some languages, English doesn't have a specific verb that means "to be born." The closest we have is "to give birth," but even that isn't its own verb.
There was a time in the history of English where "born" was a verb that served as the past tense of "bear," but those days are long over.
