It means something has a quality that makes the public attractive or interesting. E.g. He is a shrewd manipulator behind the scenes, but has no mass appeal.

A popular politician can have mass appeal. Cell phones have mass appeal.

Have you tried using Linguee? It's a dictionary website and app, but it gives lots of example translations. You can enter "mass appeal" to see some example sentences. e.g. "The Tesla Model 3 was built for mass appeal." (Meaning: other Tesla models were just for niche markets, such as very rich people)
