Just read the digits, unless the same number appears more than once. For example: 1360771 : one three six zero double seven one Some english speakers will have trouble understanding if you say "seven seven" instead of "double seven", because they don't expect it. You can also say "triple seven" for three sevens, but "double seven double seven" for four sevens. One local phone number here is 9422 2222. Most people read it out as "nine four double two (pause) double two double two". The last part is read out quickly to make it clear that it really is two lots of double two.

That appears to be a US phone number, so I believe it's read "one [pause] three six oh, seven two seven, nine four five six". British numbers have a different format to that, however; landline numbers have a three, four or five digit "area code" followed by the rest of the numbers and these are read separately from the number itself: 020 (London) 0191 (Newcastle) 01670 (Southeast Northumberland) So for example, the number '01670 739185' (not a real number as far as I know) is read 'oh one six seven oh [pause] seven three nine [slight pause] one eight five". Mobile numbers are usually read in a group of five then six starting with '07': 07943126743 becomes 'oh seven nine four three [pause] one two six [pause] seven four three".
