'NE' most likely stands for North East. It's in important part of the address, because if it's there, then that means that there is probably a 'NW' version as well. So for example if you went to 9999 NW(North West) XX Ave instead of 9999 NE (North West) XX Ave by mistake, then you would be on the wrong side of town. I've actually done this before, and it sucks.
