The one I know that is used a lot to say " I look forward to" is " Espero pronto.."
The Examples you gave above would be like this
I look Forward to seeing you = Espero pronto en poder verte
I look forward to spending time together= Espero pronto en poder pasar el tiempo contigo ( or estar contigo)
" Tengo ganas de" is more of "I feel like" is very hard to say that " Tengo ganas" means I look forward to. The reason is because if I say " Tengo ganas de ir a Japon"=" I feel like going to Japan" but it does not equal " I look forward to going to Japan" If i was to say that, it would be like this " Espero pronto ir a Japon". So, Tengo ganas does not mean I look forward to.
So, I think you should use "Espero...... ( pronto,con ganas, con ansia..)
