I would use PRECISE ,even though you can use ELABORATE ,but at the end of the sentence it says the report has all the important details ,so basically that tells us that the report has been ELABORATED.

To concise is to get to the "point quickly"and to be precise is to give "accurate" details. The word brisk means"to be "fast to do something or say something quickly. Elaborate is to "work out something" that is complicated carefully ,with details.

you are right if its a multiple chose than i would choose concise, but if i was writing an essay i would use precise.
