The word "fare" has a lot of meanings, depending on the context. According to the Merriam-Webster dictionary "fare" can be used as a noun to mean "a paying passenger on a public conveyance". I think this is the meaning you're looking for.

In this instance it sounds like fare is being used as a noun to refer to a person paying for transportation (like a cab). I find the language to be overly formal if it was being used to describe events in the present day, however may be more appropriate for the 1700s and 1800s when horse drawn carriages were common.
