I can have a conversation with them and forget that they are foreign speakers (apart from being conscious of "an accent.") They can express complicated ideas. I can speak at a natural speed. I don't need to simplify my English. I don't need to consciously avoid using colloquialisms or idioms. "Fluent" literally means flowing, someone who is fluent has a natural flow of language similar to that of a native speaker. A dictionary gives these definitions: "Able to express oneself readily and effortlessly" and "flowing effortlessly."

greetings Ill give you a different take - There are those that end up achieving high fluency bc they are willing to ''have fun'' with the language, and actually use it. Be it, singing, or even just randomly saying words phrases (better if the moment calls for it). those are usually the ones that end up breaking that barrier of ''sounding like a foreinger'' to ''practically native'' (aside from the obvious ones that grow up learning the language cuz they live in the country or have parents/social circle growing up, etc)
