     In a sit-down restaurant in the U.S. it is extremely rude not to leave a tip.  The only time you would not leave a tip is when the server has been really bad.  Even if the food sucks, the server is still depending upon tips to make money; I would still tip the server in spite of less than great food.

     Buffets are a gray area because the server doesn't really do that much.  I don't know if most people leave a normal tip in buffets.

     By the way, you could say:

"Do you have to tip a server...?"

"Must you tip a server...?"

In Russia you do not have to leave tips, but it's recommended. I usually leave tips, but not much, cause I'm greedy. I try to avoid restaurants and prefer fast-food with self-service, like KFC and others

In Germany it's customary to tip waiters and waitresses. We give around 10 to 15%. In China and Japan you don't tip at all.

Waiters and waitresses are not paid a very high hourly wage, so they depend on their tips for their income.

It has been said that the word TIPS means To Insure Prompt Service (one small problem, the correct word would be "ensure" not "insure" but nonetheless we get the point.)

It is not a law in Canada, but it is fair and expected if the service was good.

The tips could be 10% to 25%. It is up to the customer.
