Not in general no.
It's an informal way of saying, "Speak to you again in the future some time."
UNLESS - you agree to meet/talk - say, "let's carry on talking at 17:00" - "ok see you later".
But in general, it means talk to you some other time.

Many times people say that as a way of saying goodbye even if they don't plan to talk to you later. It is a polite way of breaking off a conversation. That doesn't mean that they don't mean it but you probably shouldn't take it literally.

Usually if a person tells me that he or she will talk later, I assume that they will either return to talk or contact me via phone some time within the next 24 hours.
If it is to be longer, the time will be mentioned specifically.
"I will talk with you later this week."
"We'll talk later on Tuesday."
