I interpret it to mean that he wasn't with the Hound. "A roach in the rushes" seems to be an expression the writer has invented. I imagine it means the same as "a fly on the wall"=an unnoticed observer of a particular situation. So the way I understand it he would have loved to see how the Hound reacted when he received the news. "And does the event "the Hound learned that Lord Beric was off to behead his brother" happen in the past or in the future?" It happened in the past.
