People have more fun than anybody, except for horses, and they can't?? I'm reading NEEDFUL THINGS by Stephen King. In the prologue, its narrator has a line that confuses me: "It's like my mother used to say. people have more fun than anybody, except for horses, and they can't." Maybe somebody can explain this to me??

It is confusing to me too. Maybe it is a joking way of saying that life is hard and people DON’T have much fun. “Even horses have more fun than people have, but horses are incapable of having fun”, with the implication that people enjoy even less than zero fun.
