Here, "deliberate" is a verb, pronounced /dÉȘˈlÉȘb.ə.reÉȘt/ with the main stress on the second syllable and a secondary stress on the fourth syllable (unlike the adjective: /dÉȘˈlÉȘb.ər.ət/). From the Cambridge Dictionary: to think or talk seriously and carefully about something: The jury took five days to deliberate on the case. The committee has deliberated the question at great length. As phil points out, DELIBERATE is used as a verb here. She is basically saying don't question yourself too much. Don't be afraid to speak your mind.

I could be wrong but what I've understood here is that the Quoter is telling not to be conscious or too much thinkful to your words. just be spontaneous!
