It will depend on the context. If you are referring to some task you want done, it would mean "Could you finish it earlier?" If you are talking about a meeting or event, it would mean "Could you change plans to meet (or come) earlier?" Examples: "We can have your car fixed by Tuesday." "Could you make it earlier?" = Could you finish it earlier "I'll be over to see you at about 8:00." "Could you make it earlier? We're going to a movie." = Could you plan to arrive earlier? It does not necessarily mean as quickly as you can. It just means earlier than the original time given.

It just means earlier than the original time given.Ether is about finishing something earlier or coming..So yes,it can mean come earlier.

Yes they both mean the same thing. One's just a phrasal verb, isn't it? Can you (come/make it) earlier?
