Burla está dirigida a ofender a alguien. Burlarse de alguien por su acento. Chiste por lo general es una anécdota graciosa sin ofender a nadie (directamente). Un chiste acerca de animales. Broma es una acción dirigida a alguien con el fin de divertirse, no necesariamente ofender. Una broma a un familiar (por ejemplo asustarlo). Se usan conforme se necesite ya que en algunos casos no son intercambiables.

Me puedo burlar de lo tonta que es una persona, de su color de piel, de la ropa que lleva alguien, del nombre que tiene una persona, etc. Generalmente la persona que tiene intención de burlarse lo hace no una vez sino repetidas veces. ----El chiste es siempre contar determinadas historias (muy cortas) que nos hacen reir. Hay libros sobre chistes. ----Una broma puede ser hablada pero en la mayoría de ocasiones el término se reserva para acciones. Es por eso que existen tiendas con artículos de broma. Si la broma es ofensiva o alguien sale perjudicado se dice que es una broma pesada y que no tiene gracia. (nadie se ríe excepto el que la hace).

Soy inglés pero aquí tienes mi opinión, pero puede que me equivoque. Los 3 no tienen el mismo significado. 1.Burla = To make fun of someone. Se burlan de mi. 2.Chiste = To tell a joke. Contar una chiste. 3.Broma. = To play a joke on someone. Gastar una broma. Más vale que esperes a ver lo que dicen los nativos.
