"Fresco" means "cool" as in weather sense. It can never used as a synonym for "guay".

"Fresco" means cool, but "Hace fresco" doesn't have any sense. The right way to say it would be "Está fresco" e.g. "The day is cool" means "El día está fresco", "He is a cool guy" means "Él es un hombre fresco". Remeber the verb to be can be used for two different verbs in Spanish, "Ser" or "Estar"
