I suspect that this is a variation on a line from a classic English nursery rhyme called "Georgie Porgie". It goes like this: Georgie Porgie, pudding and pie, Kissed the girls and made them cry, When the boys came out to play, Georgie Porgie ran away. If you are interested in the origin of this nursery rhyme then you might read: https://www.neatorama.com/2011/08/03/who-was-the-real-georgie-porgie/ The American rock band Toto also had a song called "Georgy Porgy" which had lyrics based on this. I think that the meaning of "kissed the boys and made them cry" is meant in a cheeky or flirtatious way. It is a way of boasting that you are a heart breaker. Kissed the boys but also broke their hearts and that is why they are crying.
