can you use "do you hear me" not just on the phone call? I know they use "do you hear me" (on the phone call) to check if the one on the other side understands things you are saying, but could this be used in a normal verbal communication?

Yes...you can use it. Perhaps it's noisy...

Not especially. Face-to-face, I could sooner imagine somebody asking "do you hear me" in a demanding, or even threatening (or simply rhetorical) way for emphasis. But of course nobody should read too much meaning into those words alone without context. You could also ask "can you hear me" on the phone, which would make even less sense face-to-face, unless you're really asking about their hearing or whether you're speaking loud enough. There are lots of other ways to ask if somebody understands you, but it can depend on why you're even asking. E.g., whether you're asking if somebody understands your English, or whether somebody understands the topic itself.

Do you understand me is perfect, but to say "do you get what I am saying' is not really polite at all. Better to say: " Can you hear me alright? Or do you hear me alright? Or, are you hearing me ok"

I would use “Do you understand me?” or “Do you get what I am saying?” in a normal verbal conversation. These can also be used over the phone.
