I think a teenager is still a child. Misguided, yes but still a child and if that child can be rehabilitated, then we can send them back into the community and hope they turn thier lives around. However, God forbidding, they should be a repeat offender, then its probably best to put them away for life. Unfortunately chances are they are beyond saving
