Please, give me a logical explanation for that. In Russian one-storey house has only one floor. Two-storey house has two floors. We don't have a definition such as "une maison sans etages". I know in French there is "le rez-de-chaussée" (the ground floor). Do we count that as one storey or not? What is the difference between "storey" and "floor"? How can we translate into English or maybe into Russian "une maison à trois étages"?
En français il existe les expressions suivantes :
One-storey house : une maison de plein pied, une maison à un seul niveau
Two-storey house : une maison à deux niveaux
The ground floor counts as one storey. It's better to say : une maison à deux niveaux, so it is not possible to make a confusion between the number of floors (including the groundfoor as a floor) and the number of storeys;
For example : une maison à deux étages has a groundfloor and two other floors, that makes 3 levels or storeys
Un pavillon has one groundfloor or one groundfloor and the number of floors you want. The name of pavillon doesn't indicate the number of floors.

I've heard in some countries the "first floor" would mean the ground floor and the "second floor" would be the actual first floor (above the ground floor) :/
A house with just the ground floor and no other floors above it would be called a "Pavillon"
