Blinds are different from curtains for sure.
Blinds = 百叶窗/百叶帘(literally means hundreds of leaves window. It is describing the blinds that are horizontal designed.
If you want to say the blinds that are designed vertically, like the one usually is used in office, is 垂直帘/垂直百叶帘. but this is a very professional way to call it. Usually you can use 窗帘/帘子)
Curtains = 窗帘/帘子
In China, people don't usually separate blinds or curtains. You can all call them 窗帘/帘子
窗帘 is used for curtains covering the window.
帘子 is just describing curtains. It includes 窗帘。 窗帘 is just one type of 帘子。
So if you don't really care, you can use 帘子 for all the curtains and it is very alright.
*specially for the curtains at cinema or theatre are called 布幕. but 布幕 is one kind of 帘子。so you can still call it 帘子。
for the 窗帘儿, 儿 is not necessary after 窗帘。It is used mostly in daily talk in Beijing.
Okay for the verb of curtains/blinds
OPEN
For blinds AND curtains: 拉开/拉起/打开/卷起(ONLY for the rolling ones, like 卷起百叶窗)
*Blinds and curtains can use the same verbs to describe the open.
For closing:
BLINDS AND CURTAINS:
拉起/收起/卷起(ONLY FOR THE ROLLING ONES)/拉下/卷下(ONLY FOR THE ROLLING ONES)/关上/合上/阖上
BUT DONT USE 关闭 for closing curtains.
关闭 usually means turn off an electronic equipment. like
关闭电脑/关闭电视/关闭电源/关闭系统
*some sentence example:
她卷起窗帘。 = she rolled up the curtains. (起 is usually showing the past tense)
她打开窗帘。=she opens the curtains
她正在卷/收/拉/关/合窗帘。= she is xxxing the curtains.
(正在 shows the present tense)(here no need for 起)
