To tailor something means to make adjustments specifically to suit one person or entity. When you modify something, you make changes, usually general that are not specifically made for one person or entity, but in general so that it's meant to improve something or update something. Examples: 1. The company's marketing plan was tailored to allow their advertisement to showcase their use of authentic, raw, local materials. It was important that the ad council allow these statements to be made as this is the focus of their business. 2. We modified the organization's marketing plan to include a larger budget for advertising. This can be used at various times of the year to include seasonal sales as they see fit. 3. We modified the year's budget due to Covid-19. All seasonal advertisement must be put on hold so we can recover from the profits lost in the first quarter. One example shows that there is a specific need to tailor something to make it useful for them, and only them. The other examples are a more general sense of modifying something -- whether it's positive or negative, to suit the situation. A way to remember this is to think of a suit, tailor-made just for you. Not someone else. You. When you modify something, the root word is modern, meaning to update. This doesn't not necessarily mean something personally necessary, but as a greater need to update.

They can be used interchangeably in this context. If you want to get down to the bone though- Modify means more of a personal adapt & Tailor means more of an adjustment to something outside of you.
