Now it's in March in 2017, I would like to express past February in 2017. As you know, that is last month.
Could you please tell me that how to say the same meaning of *this year in February*?

To improve the grammar of your sentence, "Now it's in March in 2017", you should say, "Now that it's March 2017". There are many other ways to say this too
