Cut back Vs Cut down + (on)?

1- What is the difference between using ''Cut down'' and ''Cut back'' in a sentence?

2- Also sometimes the preposition ''ON'' is used in the sentence,so what does ''ON'' add to the sentence in terms of meaning?

you always need "on" at the end!
"cut back on" and "cut down on" mean... pretty much the same thing.
though I think "cut down on" is more commonly used.
