In my opinion, it's not a good way as most of people necessarily have to use their cars in everyday life, if they would like to reduce the cost, they are much likely to reduce from other unnecessary things such as limiting to spend money on expensive meal or clothes. There are few other ways to help solving this issue such as providing work-from-home policy to employees or the government could provide some policy that encourages people to use public transportations.
