He is gone" is written in the simple present tense . It means he is not here anymore as he left a long time ago. "he has gone" is written in the present perfect tense. It means she has just left, it still has an impact in the present.

He is gone means he simply left. He has gone somewhere can mean that he might have gone somewhere and will be back.
