Administration reforms in Pinyue Pingyue region is located in north-central Guizhou province, which has been documented in the early of Zhou Dynasty. During the Ming-Qing period, due to the establishment of Guizhou province and the continuous improvement of administrative setup, the administration system of Pingyue had some corresponding changes, from the initial "Fu" (户)to "Wei"(卫), Prefecture, State system. In the initial stage, the central government had a weak control at this region, plus the complex terrain and tough transportation in Guizhou, it was difficult to maintain control over the entire region. Thus, the Wei-so system(卫所制度) was adopted, which means to control this region by the means of military management. As time went on, the administration of Pingyue was affected by central intervention and Indigenous insurgencies, the Central's influence in this region strengthened gradually, and local situation was tending towards stability, thus the Wei-so system was gradually cancelled, and replaced by the Prefecture, State administration method. The administration reforms of Pinyue region had lasted more than six hundred years, impenetrating the history of "Gai-Tu-Gui-Liu"(改土归流) policy, which made a profound impact on the formation of today's Guizhou territory and handling of ethnic relations.
