You could say "create difficulties", but not "create hindrance". The word hindrance itself can mean the act of hindering, so it sounds awkward to say "create hindrance". You could say her superior places obstacles in her path.

Hi Florence! Also because of the tense of the sentence you would want to either say, "He always creates difficulties. . ." or "He is always creating difficulties. . .", which makes the sentence sound more natural.
