Mean for me = real measurable changes for me. The university changes mean for me and you, higher tuition but also smaller classes. Art means for me an income because I am an art dealer, and also a hoby. Mean to me is often an internal meaning or a personal interpretation of facts. The university changes mean to me that the school does not seem to care about new students. Art means to me, beauty, love and things to be treasured.

"means to me" denotes that something is important to me, for instance, "Justice means a lot to me" "be meant for me" -in the passive voice- denotes that something is for me, for instance, "The present is meant for you!"
