Marjorie is a widow live in a small town, and she is always hard to get along with..Bernie is a mortician, he is Marjorie's only friend.

When Marjorie's sister talk about Marjorie with Bernie, she sais: "She's my sister, and I guess that I should love her, but she's just hard down mean."

I know that "she is just mean" means she is a unkind woman. in chinese is "刻薄的" or "卑鄙的" ..but I don't understand that why put "hard" and "down" with "mean"together..Is it a common phrase?

Did you hear the words "hard down" in English or are these subtitles? I know from watching subtitled movies that the translations are sometimes wrong. Hard down mean does not make sense. In a film like this with Jack Black, I would expect the quote to be, "but she's so damn mean." which just exaggerates how terribly means she is.

In emotional terms, 'down' is used to emphasize something, often negative, but not always.  You could substitute 'basically', but it would carry less emotion.
It gives the image of all unnecessary details stripped away.
