desde hacía mucho tiempo is like desde hace mucho tiempo, but we use it when talking about past tenses?

Es que no la veo desde hace tiempo (presente)
Es que no la veía desde hacía tiempo/ Es que no la veía desde hace tiempo. (pasado).
The difference between the last options is really subtle. Both are correct but it is recommended, when we talk about something in the past using ''hacía'' instead of ''hace''.
