What is "pander to" exactly ?
In general pander is an offensive term I know its meaning. I am confused about "pander to"
One meaning I got about "pander to" is : to accept or support something bad in order to get an advantage.
Now a days I have heard lot of times in US Political debates people using this term "pander to"
like a women said: Hey Hilary don't "pander to" me.
"Obama has to downplay all her other accomplishments to pander to the SAHM crowd."
"Obama and Biden pander to popular prejudices instead of recognizing past failure"
"He is the worst sort of politician, who panders to fear to win votes."
I am sure that it must not be used as an offensive term.
Please expatiate for me.

Yeah it's a very unique term. To "pander to" someone is to say or do something in order to appeal to a certain person or group of people. It's basically a nicer way of saying "to suck up to" someone.
"Don't pander to me" = "Don't just say things you think I want to hear"
"Trump panders to fear" = "Trump says things which appeal to the fear within people"
The implication is therefore that the person doesn't actually believe it, or is doing it to put themselves ahead.

If you pander to someone then you do something that is specifically for their benefit.
For example, if you are teaching a group of students and one particular student insists that the class should talk about a particular topic whilst other students want to talk about something else then, if the teacher agrees to it, he would be 'pandering to the wishes of one particular student."
n.b the verb "to pander," is always used in a negative way.

A pretty good synonym for "to pander" is "to indulge".
"Don't pander to me"
Pandering in this context means that the politicians are telling people what they want to hear (regardless of what the politician actually believes) in order to gain the favor of the listener.
When they say someone "panders to fear/popular prejudices" it means they are indulging in fear/prejudice to sway the listener. For example, if a politician is constantly bringing up a threat of immigration to gain the support of people who fear immigrants, he is pandering to the listener's fear of immigrants.

Basit... an example: If suddenly this entire website was entirely (and only) in Urdu, I might say, "Oh, this website is really pandering to people from Pakistan."
The implication is that it is focusing on the needs of one group, and excluding others. In my opinion it is a very negative word and should only be used in negative contexts.
