I think both "会" and "能" representing you have the ability, but "会" emphasize you've acquired the skill of driving, and "能" emphasize physically you can drive. in my option, "会" sounds more natural.

会 means you've got the licence 能 means you are able to drive at that moment. In the case you had some beer, 你会开车， but 你不能开车。 Hope it helps.

會 means the ability to something 能 could represent whether you're willing to do sth or not in the most situation. 可以 mostly have two different way to use it. First one, when you use 可以 in the statement, probably means someone has the ability to do sth. Second one, 可以 want to ask someone permission.
